Luc E. Weber
Honorary Professor and Rector emeritus, University of Geneva - currently devoted to higher education policy and university governance
Educated in the fields of economics and political science, Luc Weber has been Professor of Public Economics at the University of Geneva since 1975. As an economist, he served as an advisor to the Swiss Federal and Cantonal Governments and has been a member of the "Swiss Council of Economic Advisers" for three years. Since 1982, Prof. Weber has been deeply involved in university management and higher education policy, first as Vice-Rector, then as Rector of the University of Geneva, as well as Chairman and, subsequently, Consul for international affairs of the Swiss Rectors’ Conference. He is the co-founder with Werner Hirsch of the Glion Colloquium and is presently organizing the 9th cycle. He has served many governmental and non-governmental Organizations as member of their executive Board, Vice-President or President. Among others, he served the Bureau of the Steering Committee for Higher Education and Research of the Council of Europe, notably as chair for two years, and the International Association of Universities (IAU) for eight years as Vice-President and Treasurer; he is also a founding Board Member of the European University Association (EUA). He has also participated to the evaluation of some thirty Universities, Faculties and University Networks in Europe and in the World. He is the author of many contributions and delivered many conferences on various aspects of Higher Education and Research Policy. Finally, he made various consultations for Universities, international Organizations and Ministries. Prof. Weber was recently awarded an honorary doctorate degree by the Catholic University of Louvain-la-Neuve for his contribution to Higher Education and has become associate Member of the Royal Academy of Belgium.

Bénéficiant d’une double formation en économie et science politiques, Luc WEBER a été professeur ordinaire d’économie publique à l’Université de Genève depuis 1975. En tant qu’économiste, il a conseillé le gouvernement fédéral suisse, les des gouvernements cantonaux et a été membre du groupe d’experts « situation économique » pendant trois ans. Depuis 1982, Luc Weber s’est engagé dans la gestion universitaire et la politique de l’enseignement supérieur et de la recherche, tout d’abord comme Vice-Recteur, puis comme Recteur de l’Université de Genève, ainsi que comme Président, puis Délégué pour les questions internationales de la Conférence des Recteurs des Universités suisses. En 1998, il a cofondé les « Glion colloquium »avec Werner Hirsch et prépare actuellement le 9e cycle. Il a servi plusieurs organisations gouvernementales en tant que membre du Conseil exécutif, de Vice-Président ou de Président ; il a notamment présidé le Bureau du Comité directeur de l’enseignement supérieur et de la recherche du Conseil de l’Europe, il a été Vice-Président de l’Association internationale des universités et il est membre fondateur de la « European University Association » (EUA), dont il a servi le premier bureau. Parallèlement, il a été engagé dans une trentaine d’évaluations d’Universités, de Facultés et de réseaux universitaires en Europe et dans le monde. Il est aussi l’auteur de nombreuses contributions et il a donné plusieurs conférences sur des sujets variés de la politique de l’enseignement supérieur et de la recherche. Enfin, il a fait de nombreuses expertises pour le compte d’Universités, d’Organisations internationales gouvernementales ou non et de Ministères. Luc Weber a été honoré d’un grade de Docteur honoris causa par l’Université Catholique de Louvain-la-Neuve pour son engagement en faveur de l’enseignement supérieur, et est devenu membre associé de l’Académie Royale de Belgique.
